TEAM / Erica Floyd Thomas
Erica Floyd Thomas is a seasoned health care leader with more than two decades of experience shaping policy, leading complex public programs, and driving transformational change across Florida’s Medicaid and behavioral health systems.
Prior to joining the firm, Erica served as Chief of Staff at the Florida Agency for Health Care Administration (AHCA), where she helped lead one of the nation’s largest state health care agencies and advanced some of Florida’s most significant health care initiatives. In this role, she oversaw Legislative Affairs, Communications, Enterprise Innovation Technology and Florida’s Rural Health Transformation Program, the single largest federal investment in rural health care in the state’s history.
Prior to becoming Chief of Staff at AHCA, Erica spent more than 20 years serving the Agency in a variety of roles, including Chief of the Bureau of Medicaid Policy, where she directed Medicaid policy development, federal authorities, coverage policy, and multi-billion-dollar managed care contracts.
Between her roles at AHCA, Erica served as Assistant Secretary for Substance Abuse and Mental Health at the Florida Department of Children and Families, leading Florida’s publicly funded behavioral health system. She oversaw a nearly $2 billion annual operating budget, more than 225 contracts, and approximately 3,800 personnel. Under her leadership, Florida expanded opioid recovery and overdose prevention programs, implemented the statewide 988 Suicide and Crisis Lifeline, modernized Baker Act data reporting, and strengthened behavioral health services for communities and first responders across the state.
Erica earned a Master of Social Work in Social Policy and Administration and a Bachelor of Science in Family and Child Sciences from Florida State University.
