Prior to joining the firm, Julian served as a legislative aide to some of Central Florida’s most prominent lawmakers, including Representatives Joy Goff-Marcil and Leonard Spencer and Senators Carlos Guillermo Smith and Victor Torres. Across these offices, he helped pass legislation creating a pathway for military-trained nurses to enter Florida’s nursing workforce, authorizing the state’s first study on artificial intelligence’s impact on Florida’s labor market, and advancing Florida’s vertiport framework to prepare for advanced air mobility. He also helped lead Orlando YIMBY, advocating for housing, land use, and growth policy reforms in one of the state’s fastest-growing regions.
In 2024, Julian managed the only Democratic campaign in Florida to flip a state House seat, delivering a 1,600-vote victory in District 45 during a Republican wave year.
At The Southern Group, Julian focuses on Central Florida’s local and regional government, helping clients advance economic development, technology, and land-use priorities before the city councils, county commissions, and regional boards that shape the region’s growth.
A graduate of Florida International University with a bachelor’s degree in Public Policy, Julian was born in Puerto Rico and moved to Florida in 2016, where he has been deeply engaged in Central Florida politics ever since.
