Washington, D.C. – TSG Advocates, the federal lobbying arm of The Southern Group, today announced the formalization of its Western Hemisphere practice with the addition of Jonathan “Joe” Owen, a nationally recognized leader in national security, homeland defense, intelligence, emergency management, and government affairs.
The Western Hemisphere practice combines expertise in diplomacy, defense, trade and international affairs to help clients navigate an increasingly interconnected hemisphere. The team provides strategic counsel and advocacy for organizations pursuing opportunities across the United States, Latin America, Mexico, Canada and the Caribbean.
Distinct from many Washington firms, TSG Advocates has intentionally built a bipartisan team with trusted relationships on both sides of the aisle and a long-term approach designed to endure beyond any single administration. Owen joins the practice after more than three decades of leadership spanning the defense, intelligence, homeland security and emergency management communities. Most recently, he served as Senior Advisor to the Administrator of the Federal Emergency Management Agency (FEMA), where he advised agency leadership on disaster governance modernization, regulatory reform, congressional engagement and resilience investments.

Prior to FEMA, Owen served twice as Deputy Assistant Secretary of Defense, including as Deputy Assistant Secretary for Western Hemisphere Affairs, where he helped advance U.S. defense and security priorities across Latin America and the Caribbean. He also held senior leadership roles at the Cybersecurity and Infrastructure Security Agency (CISA) and the Office of the Director of National Intelligence.
A combat-decorated Marine Corps veteran, Owen brings decades of experience operating at the intersection of national security, international affairs and government relations. His addition further strengthens TSG Advocates’ bipartisan Western Hemisphere practice and its ability to help clients navigate an increasingly complex and interconnected global landscape.
