TEAM / Oneca Lowery
Oneca Lowery joined The Southern Group in 2022 bringing with her more than 20 years of experience in state and local government on behalf of the citizens of south Florida. Over the course of her career Lowery has built expertise in the areas of land use and development, comprehensive planning and zoning, economic and business development, in addition to state policy and budget, and local government administration.
Lowery began her career in Miami Dade County where she helped coordinate the county’s property appraisal processes in addition to managing homestead filings, code enforcement issues and property designation requests. Lowery honed her communication skills during this time, instituting various customer engagement systems to ensure local elected officials and constituents were connected and communicating successfully. She also served as chief administrator to the Miami Dade Agriculture Board managing the board’s agenda, communication, and output.
After several successful years serving Miami Dade County, Lowery was recruited to help establish the government of the City of Miami Gardens. Lowery was instrumental in establishing the city’s comprehensive plan in addition to building out their planning and zoning departments as well as their local grant administration functions and their small business engagement activities.
In 2008, Lowery was recruited out of local government to serve as senior aide in the Florida House of Representatives. In her role, Lowery met with constituents, crafted legislation, and developed appropriations requests to address the needs of House District 103. She ushered countless bills and major funding requests across the finish line before shifting to the Florida Senate where she established an equally successful track record on behalf of Senate District 33. In the Florida Senate, Lowery served as senior legislative aide and Chief of Staff to former Senator and Minority Leader, Oscar Braynon. She served as liaison to Florida’s Black Caucus and many other interest groups across the state.
Today, Lowery harnesses her passion for community engagement and her knowledge of state and local government to the benefit of clients and communities across south Florida. She specializes in guiding clients through local and state policy and funding pursuits, connecting local leaders with key constituencies, creating place-making events, and bringing education and business stakeholders together.
Lowery is a native of Miami, and a proud graduate of Florida International University with a bachelor’s degree in Public Administration. She currently lives in Miami Gardens with her daughter.
