Nicholas Raineri is a distinguished legislative strategist and political advisor with a robust track record in the U.S. government and campaign management. As Senior Advisor at the Office of the Director of National Intelligence, Nicholas managed legislative operations in coordination with CIA, NSA, DIA, and other IC components, enhancing efficiency across the Intelligence Community. He also served as Sherpa for the Senate confirmation of the Principal Deputy Director of National Intelligence and led strategic initiatives with In-Q-Tel to advance cutting-edge intelligence capabilities and increase coordination with private capital.
As a Legislative Advisor at the U.S. Department of Defense, Nicholas was instrumental in establishing the Office of Strategic Capital, drafting key legislative texts, and securing full funding for this groundbreaking initiative.
His career includes senior advisory roles with prominent Members of Congress, such as Rep. Byron Donalds and Rep. Dan Meuser, where he demonstrated exceptional leadership in managing teams, crafting campaign strategies, and achieving significant legislative victories. As Senior Advisor to Rep. Byron Donalds, Nicholas spearheaded the infrastructure and vote-tracking mechanisms for Donalds’ race for House GOP Conference Chair and Speaker of the House, securing 74 votes and significantly enhancing the campaign’s momentum. He also built and maintained a comprehensive whip list, tracking and strategically targeting outreach to over 224 House GOP Members.
In his role as Chief of Staff for Rep. Dan Meuser, Nicholas managed an 18-member team across three offices and an annual budget of $1.3 million. He served as the principal advisor on policy and political strategy, leveraging Meuser’s positions on the Small Business and Foreign Affairs Committees to strengthen his bid for the Financial Services Committee.
As Executive Director of the Main Street Caucus, Nicholas set up the second-largest Caucus of Republicans in the House. He advised members on the intersection of financial services and national security policy, drafting bill texts for reforms to the Committee on Foreign Investment in the U.S. (CFIUS) and the Development Finance Corporation (DFC). He also hosted monthly policy briefings on critical issues like the supply chain crisis, energy crisis, and targeted foreign investment, further solidifying the caucus’s strategic direction.
In addition, Nicholas served as the Director of Member Services for Rep. Jim Banks while he was Chairman of the Republican Study Committee. In this capacity, Nicholas was the primary contact for 211 Republican Members, advising on member activities and relationships. He managed the Steering Committee portfolio, meeting with Members seeking key Committee Assignments and advocating for their placement. His efforts included advising Freshman Rep. Randy Feenstra on a specific tax policy and drafting a significant letter to President Biden with support from 87 colleagues.
Nicholas’s expertise extends to national security, capital markets, and federal credit programs, where he has showcased his ability to navigate complex legislative processes and build strong coalitions. Fluent in Spanish and deeply connected across Latin America, he leverages his linguistic skills and international network to advance strategic objectives. Nicholas attended DePaul University in Chicago, IL and has professional certifications in corporate finance and markets.
