Joe Ruiz has amassed 32 years of dynamic and innovative communications experience. He is a subject matter expert in both contingency and continuity communications, Radio Frequency (RF) and Beyond Line-of-Sight (BLOS) communications systems, Wide Area Network (WAN), Local Area Network (LAN) planning and implementation, and cybersecurity. Joe has vast experience in planning for measured responses to catastrophic and significant National events and possesses hands-on experience at building communications facilities in open, austere, and hardened environments.

As a former trip site Presidential Communications Officer, Presidential Response Officer, and primary Communicator aboard Air Force One and abroad for presidents Bush and Obama, Joe has been involved in numerous unique programs related to network defense and defending the Homeland. Joe leverages his experience at the White House and the Department of Homeland Security to perform gap analyses related to communications networks, cybersecurity threats, and overall business continuity.

While at the White House Communications Agency, Joe was part of several one-of-a-kind efforts established to identify weaknesses in communications security, while simultaneously developing communications solutions and mitigation responses to resolve weaknesses and single-point vulnerabilities. Joe excels at managing large and small teams in the completion of the most complex communications projects related to secure communications, security control assessments, cyber threat and mitigation, emergency relocation, and continuity of operations.

Joe completed a distinguished career as a United States Army Officer in 2009 and has continued to contribute to our Nation’s defense while continuing to master tactics, techniques and procedures (TTPs) related to Computer Network Defense (CND), Information Assurance (IA) and Defensive Cyber Operations (DCO).
