Saine joins The Southern Group’s growing North Carolina team after serving six full terms in the legislature where he served as Senior Chair of the prestigious House Appropriations committee since his appointment to the post in 2019. Before that he served as Senior Chair of the Finance Committee from 2015-2018 giving him a unique perspective as one of the few legislators to work on both the taxation and expenditure sides of state budgeting.
Saine has made a mark in Raleigh by focusing on issues surrounding technology, cybersecurity, artificial intelligence and more. He was the founding chair of the IT Appropriations Subcommittee and the IT Joint Oversight Committee, leading sweeping reforms in state policies. Two of those bills, considered Saine’s signature legislation, removed barriers to the deployment of 5G technology and established public-private partnerships for the expansion of broadband connectivity in North Carolina.
Immediately after coming to the General Assembly, Saine was named the American Legislative Exchange Council’s (ALEC) North Carolina State Chairman and joined the Board of Directors in 2014. In 2018, Saine served as the National Chairman for the organization.
In 2024, he was named Co-Chair of the National Council of State Legislature’s Standing Committee on Technology and Communications. The committee is responsible for protecting states’ interests in federal decisions in the growing field of artificial intelligence, broadband, cybersecurity, 911 and E-911, telecommunications, data privacy, content and internet regulation, digital services and emerging technologies.
Recognized as a national thought leader on technology, Saine was appointed to the Federal Communications Commission’s Intergovernmental Advisory Committee in 2016 which provides guidance, expertise and recommendations to the Commission.
Saine represented the House’s 97th district, which encompasses Lincoln County in the North Carolina Piedmont. He is a 1995 graduate of the University of North Carolina at Charlotte where he received a Bachelor of Arts degree in Political Science and was honored in 2022 when he received the Distinguished Alumni Award.
He is married to Kathryn Saine, who is Director of the Lincoln County Senior Center. They have one son, Jackson, who is a Junior at Lincoln Charter School.
