Jarret Burr brings extensive experience in state government relations, appropriations strategy, and executive-level advocacy, with a track record of advancing complex legislative initiatives before the North Carolina General Assembly. His work spans public safety, technology, economic and business development, sports, gaming, insurance, and other highly regulated industries, where he helps clients navigate complex political environments and secure meaningful legislative and budgetary outcomes.

Prior to joining The Southern Group – North Carolina, Burr founded and led Burr Capitol Consulting, a Raleigh-based government relations firm representing corporate clients, statewide associations, and public-safety organizations. In that role, he secured hundreds of millions of dollars in state appropriations for capital projects, training facilities, and economic development initiatives, while also guiding clients through legislative, regulatory, and budgetary challenges.

Earlier in his career, Burr served as Assistant Legislative Director for the North Carolina Department of Public Safety as part of Governor Pat McCrory’s legislative team. He acted as the primary liaison between the North Carolina General Assembly and a $2 billion executive-branch agency, advocating for budget priorities, drafting and analyzing legislation, and coordinating strategy across multiple divisions. His work supported significant budget growth, agency restructuring, and the advancement of major public-safety initiatives.

Burr began his career working on and managing successful congressional campaigns, developing expertise in coalition building, communications strategy, and stakeholder engagement.

Burr earned a Bachelor of Arts in Criminal Justice and Political Science from the University of North Carolina at Charlotte. He is originally from Stanly County and resides in Raleigh, North Carolina.
