Denise Quarles joined The Southern Group in 2026, bringing experience in government affairs, corporate strategy, and public-private partnership development. She advises clients navigating federal, state, and local policy, aligning business strategy with government priorities to unlock growth and advance infrastructure, sustainability, and innovation initiatives. 

Prior to joining the firm, Denise served as U.S. Head of Strategy for Siemens USA, working with executive leadership to advance strategic initiatives across its largest global market. She focused on identifying policy and market barriers, coordinating cross-business strategies, and aligning with corporate, government affairs, and external stakeholders to support public, private, and academic opportunities and long-term growth. 

Earlier, Denise served as Chief City Executive and Head of External Affairs for Siemens’ Southeast region, where she led government relations and engagement with state and local leaders. She built partnerships with governors, mayors, and agencies to advance infrastructure, smart city, and sustainability initiatives while navigating procurement processes and pursuing large-scale public-private projects. 

She previously served as Director of the Mayor’s Office of Sustainability for the City of Atlanta, where she grew the sustainability office and secured its permanent place on the city’s general fund budget. Denise also developed the Office of Sustainability’s first comprehensive strategy through broad stakeholder process spanning government, business, academia, nonprofits, and residents. Earlier, she held roles at Southwire Company and Daimler AG. 

Denise earned her MBA from the University of Detroit Mercy and a bachelor’s degree in chemical engineering from Wayne State University. She is also a WELL Accredited Professional.
